| Detailed Objective: This project will identify the factors that lead to variation in State Food Stamp Program participation rates. The rates are defined as the percentage of eligible people who actually participate in the program. Some States serve fewer than half of the eligible population and others serve more than three-quarters. Multivariate techniques will be used to estimate the extent to which participation rates are affected by State differences in program policies, economic conditions, and characteristics of eligible households.
Using a two-step estimating procedure, the factors both within and beyond a State's control that affect its participation rate will be identified. In the first step, the role played by the composition of a State's eligible population in determining the State's participation rate will be estimated. In the second step, the role played by State policies and State economic conditions will be estimated. |
