Detailed Objective: This work is designed to better understand economic and programmatic forces affecting
low-income households in Iowa under the new welfare policy, and to assess the
impact of Iowa's system of welfare programs on Federal food assistance programs
in the State. Three specific goals are:
- develop a framework for evaluating multi-regional, multi-jurisdictional,
and programmatic linkages with special attention to food and income security
programs;

evaluate programmatic linkages, Food Stamp Program and other welfare program
participation, and labor force behavior; and

update the modeling framework to project the impact of various economic shocks.
The work will be carried out using econometric analysis and a Computable General
Equilibrium (CGE) model. Data sources will include Iowa administrative data,
which will be supplemented with the use of various national survey data sources.
Completed or on-going steps include: (1) merging of various administrative Iowa
State administrative data sets and national data sets; (2) preliminary analysis
of the administrative data sets; (3) literature review; (4) revision of research
objectives based on available data; (5) development of fiscal Social Accounting
Matrix (SAM) for Iowa; and (6) development of CGE model for the Midwest region.
A cooperative research agreement was awarded to Iowa State University for $233,170
in September 1998. The expected date of completion is January 2001. |
