| Detailed Objective: This project evaluates the time series properties of Food Stamp Program (FSP)
caseloads from the late 1970's to 1999. The research focuses on testing for structural
shifts over this time period by estimating a cointegrated longrun relationship
and error correction specification within the framework of structural change.
Recent research has attempted to quantify the relationship between movements in
FSP caseloads, movements in the macroeconomy, and the implementation of welfare
reform. From a policy perspective, interest has focused on estimating what part
of the recent decline in FSP caseloads can be attributed to improvement in the
macroeconomy and what part to welfare reform. Estimates of this division depend,
however, on the underlying time series properties of the data. |
