Detailed Objective: The 2002 Farm Act provided increased flexibility in Food Stamp Program eligibility determination and provided options to administrators to align Food Stamp Program eligibility criteria with other public assistance programs. This project will build on an existing simulation model to evaluate tradeoffs associated with options to simplify Food Stamp Program eligibility determination. The proposed analysis will address the following questions: (1) how would Food Stamp Program eligibility and participation change if agencies streamlined eligibility and recertification rules to rely on information available from other public assistance programs; and (2) what would be the impacts of streamlined Food Stamp Program eligibility and recertification rules on the levels and distribution of food stamp payments across beneficiary populations.
