Detailed Objective: The Devolution and Urban Change project, initiated in 1997 with major funding from a consortium of national and regional foundations, including Ford, Charles Stewart Mott, Kellog, and Pew, was designed to understand how devolution and the Temporary Assistance to Needed Families (TANF) block grants play out in four large metropolitan areas: Cleveland, Los Angeles, Miami, and Philadelphia. The project uses a multidisciplinary approach and is collecting data from a wide variety of sources. Administrative data for all families receiving AFDC/TANF or food stamps dating back to 1992 is being combined with household and survey data, neighborhood indicators, ethnographic interviews, and observational and interview data from welfare offices, service providers and community businesses.

The fiscal 2003 work is funded through a cooperative research agreement between Manpower Development Research Corporation (MDRC) and ERS. Previous fiscal years were funded through agreements with the Office of the Assistant Secretary for Planning and Evaluation (ASPE) at the U.S. Department of Health and Human Services. An initial round of welfare office implementation, ethnographic and household survey data has been collected.

Six reports from this study have been released. The Economic Research Service provided $300,000 in fiscal 1999, $250,000 in fiscal 2000, $250,000 in fiscal 2001, and $245,092 in fiscal 2002 in support of the project through a collaborative effort with the U.S. Department of Health and Human Services. The expected completion date is September 2003.
