Detailed Objective: This work examines how States are currently using or planning to use computer matching strategies to reduce fraud and abuse in their food stamp and other assistance programs. By collecting and disseminating information on computer matching, this project will help States improve program integrity and support Food and Nutrition Service oversight to ensure that States manage the Food Stamp Program (FSP) as efficiently as possible.

The Food and Nutrition Service needs information on whether or not and how states use external data bases available to them for several years (such as data from the Income Eligibility Verification System (IEVS), the Federal Tax Refund Offset Program (FTROP) and the State Alien Verification match to Immigration and Naturalization Service (SAVE)). The Food and Nutrition Service also needs information on additional computer matches that have either been suggested relevant to the FSP (matches against electronic benefit transfer transaction data, biometrics identification systems, prison records, and social security check records) or have been mandated by the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, such as new hires database. The cost of the project, conducted by Mathematica Research Policy, Inc., is $342,269 in fiscal 1998. The expected date of completion is March 2001.
