| Detailed Objective: The Committee on National Statistics (CNSTAT) identified a number of possible improvements in the statistical methods USDA uses to measure household food security and recommended that USDA explore each of them and formally compare them with the dichotomous Rasch model currently in use. Implied in these recommendations is the recognition that, while theory and preliminary analysis suggest that the various enhancements will improve measurement, the extent of improvement had not been fully explored. Such exploration is necessary as a basis for a decision as to how best to balance precision and scientific defensibility against simplicity and transparency. The study will consider several enhancements of the statistical model used to assess food security items and construct food security measures based on the CNSTAT recommendations. |
