| Detailed Objective: Welfare reform has had a significant impact on how services are delivered to Food Stamp Program (FSP) clients. This study examines the extent and nature of States' welfare administrative re-engineering efforts as they affect the FSP administrative processes. This includes changes associated with welfare reform that effect either
(1) interaction between food stamp applicants and caseworkers or (2) the efficiency or the integrity of the FSP. The focus of the work will be to identify the States' administrative practices that are innovations (or departures) from prior practices. A fixed-price contract was awarded to Health Systems Research, Inc., at a cost of $362,443 in fiscal 1998. The anticipated completion date is April, 2001. |
